Management Specification for Shipping, Storage and Transportation of PCB Products

1. 目的 Purpose

中文：为规范公司PCB电路板成品、半成品及外协PCB产品的存放、装运、运输全流程作业行为，杜绝PCB产品在仓储、流转、交付过程中出现受潮氧化、静电损伤、板面刮花、板材变形、混料、污染、破损等质量及异常问题，保障PCB产品存储状态合规、装运流程标准、运输交付安全稳定，确保产品保质保量交付客户，满足质量管理体系及客户审核要求，特制定本管理规范。

English：This specification standardizes the whole-process operation of storage, shipping and transportation of self-produced PCB finished products, semi-finished PCB products and outsourced PCB products of the company. It aims to prevent quality abnormalities such as moisture oxidation, static damage, surface scratches, board deformation, material mixing, contamination and damage of PCB products during warehousing, circulation and delivery. It ensures compliant product storage conditions, standardized shipping procedures, safe and stable transportation and delivery, guarantees high-quality product delivery to customers, and meets the requirements of the quality management system and customer audits.

2. 适用范围 Scope of Application

中文：本规范适用于公司所有自产PCB电路板成品、待检PCB半成品、外协入库PCB产品的厂区存放、仓储保管、出库装卸、装车装运、物流运输、途中防护及到货交接等全部环节，覆盖仓储部、生产部、物流部、品质部及所有相关作业人员与合作物流供应商。

English：This specification applies to the on-site storage, warehousing management, outbound loading, shipment, logistics transportation, in-transit protection and arrival handover of all self-produced finished PCBs, incoming-inspection semi-finished PCBs and outsourced incoming PCB products of the company. It covers the Warehouse Department, Production Department, Logistics Department, Quality Department, all relevant operators and cooperative logistics suppliers.

3. 职责分工 Responsibility Division

3.1 仓储部 Warehouse Department

中文：负责PCB产品入库验收、分类分区存放、仓储环境管控、库存日常防护、台账登记管理；负责出库产品核对、备货、装卸辅助、仓储区域5S管理，落实产品存放标准化作业，及时排查仓储安全及质量隐患。

English：Responsible for incoming inspection and acceptance of PCB products, classified and zoned storage, warehouse environment control, daily inventory protection and account registration management; responsible for outbound product verification, stock preparation, loading assistance and 5S management of warehouse areas, implementing standardized product storage operations, and timely eliminating potential safety and quality hazards in warehousing.

3.2 物流部Logistics Department

中文：负责物流供应商筛选、评估与管理，运输车辆调度、装运方案制定、装车现场监督；负责跟踪产品运输状态，处理运输异常、到货对接、物流单据归档，保障运输全程可控、可追溯。

English：Responsible for the selection, evaluation and management of logistics suppliers, transportation vehicle scheduling, shipment scheme formulation and on-site loading supervision; responsible for tracking product transportation status, handling transportation abnormalities, arrival docking and logistics document filing, ensuring full-process controllability and traceability of transportation.

3.3 品质部 Quality Department

中文：负责监督产品存放、装运、运输各环节的质量管控合规性；对仓储环境、包装防护、装车规范、运输防护措施进行抽检核查；对过程中出现的产品质量异常进行判定、溯源及整改跟进。

English：Responsible for supervising the compliance of quality control in product storage, shipping and transportation links; conducting random inspection and verification on warehouse environment, packaging protection, loading specifications and transportation protection measures; judging, tracing and following up the rectification of product quality abnormalities occurring in the process.

3.4 生产部 Production Department

中文：负责完工PCB产品合规包装、标识粘贴，配合仓储入库、装车作业，确保出厂产品包装完好、信息准确，符合存放及装运前置要求。

English：Responsible for compliant packaging and label pasting of finished PCB products, cooperating with warehouse incoming and loading operations, ensuring that factory-delivered products have intact packaging and accurate information and meet the pre-requirements for storage and shipment.

3.5 物流供应商 Logistics Suppliers

中文：严格按照本规范要求落实产品运输、装卸、途中防护作业，保障运输车辆合规、运输过程安全，按时、完好完成产品配送，配合公司异常核查及对账交付工作。

English：Shall strictly implement product transportation, loading and unloading, and in-transit protection operations in accordance with the requirements of this specification, ensure compliant transportation vehicles and safe transportation process, complete product delivery on time and in good condition, and cooperate with the company in abnormality verification and reconciliation and delivery work.

4. PCB产品存放管理规范 PCB Product Storage Management Specification

4.1 存放基本要求Basic Storage Requirements

中文：所有PCB产品必须经品质部检验合格、粘贴合格标识、完成真空防潮包装后方可入库存放；待检PCB板、不合格PCB板、返工PCB板、合格成品PCB板必须分区、分架、隔离存放，设置清晰标识牌，严禁混放、混料，做到账、物、卡三者一致。所有PCB产品存放遵循“上轻下重、左整右齐、先进先出、防静电、防挤压”原则，杜绝超高、超宽、超重堆放，严禁板材受压变形。

English：All PCB products can be stored in the warehouse only after passing inspection by the Quality Department, being affixed with qualified labels and completing vacuum moisture-proof packaging. Under-inspected PCBs, unqualified PCBs, reworked PCBs and qualified finished PCBs must be stored in separate zones and shelves with clear identification signs, and mixing of different materials is strictly prohibited to ensure consistency of accounts, materials and cards. The storage of all PCB products shall follow the principles of "light on top, heavy at bottom, neat arrangement, first-in-first-out, anti-static and anti-extrusion". Over-height, over-width and over-weight stacking is forbidden to avoid plate deformation caused by compression.

4.2 仓储环境管控 Warehouse Environment Control

中文：仓库需保持干燥、通风、整洁、避光、无腐蚀、无粉尘、无静电干扰，严禁堆放易燃易爆、腐蚀性、污染性物品，杜绝粉尘、油污附着PCB板面。严格管控PCB产品存储温湿度，标准存储环境：温度18℃-28℃，相对湿度40%-60%，严防高湿环境导致PCB铜箔氧化、板面受潮、基材发白。所有PCB产品需独立密封真空包装，内置干燥剂、防潮袋，高精密度PCB、多层板、超薄板需额外加装防静电袋、缓冲防护辅料。仓库地面、货架需做防静电处理，定期清洁消杀，杜绝蚊虫、鼠患污染产品，避免板面残留污渍、划痕。

English：The warehouse shall be dry, ventilated, clean, dark, corrosion-free, dust-free and free of static interference. Stacking of flammable, explosive, corrosive and polluting articles is prohibited to prevent dust and oil stains from adhering to PCB surfaces. The standard storage environment for PCB products is controlled at a temperature of 18℃-28℃ and a relative humidity of 40%-60% to avoid copper foil oxidation, surface moisture and substrate whitening of PCBs caused by high humidity. All PCB products shall be independently sealed in vacuum packages with built-in desiccants and moisture-proof bags. High-precision PCBs, multi-layer PCBs and ultra-thin PCBs shall be additionally equipped with anti-static bags and buffer protective accessories. Warehouse floors and shelves shall be treated with anti-static measures. Regular cleaning and disinfection shall be carried out to prevent product pollution by mosquitoes and rodents and avoid residual stains and scratches on board surfaces.

4.3 堆放标准 Stacking Standards

中文：PCB产品堆放必须依托防静电货架或专用防静电托盘，严禁PCB裸板直接落地堆放。标准包装PCB整箱产品堆叠高度不超过1.2米，超薄PCB板、精密高密PCB板、样板产品禁止叠加堆放，必须单层平放或立式专用存放。托盘堆放PCB产品需居中摆放、受力均匀，边缘无悬空、无倾斜，严禁局部受压导致板材翘曲、分层、变形。货架存放严格区分规格、批次、层数，大件整箱PCB放置底层，小件样板、精密PCB板放置上层，杜绝挤压、磕碰。

English：PCB products must be stacked on anti-static shelves or special anti-static pallets. Direct floor stacking of bare PCB boards is strictly prohibited. The stacking height of standard packaged full-box PCBs shall not exceed 1.2 meters. Ultra-thin PCBs, high-precision dense PCBs and sample products are forbidden to be stacked and must be stored in single-layer flat placement or special vertical storage. PCB products on pallets shall be placed in the center with uniform stress and no overhanging or tilting edges to prevent plate warping, delamination and deformation caused by local compression. Shelf storage shall strictly distinguish specifications, batches and layers, with large full-box PCBs placed at the bottom and small sample and precision PCBs at the top to avoid extrusion and collision.

4.4 库存防护与养护 Inventory Protection and Maintenance

中文：仓储人员每日巡查PCB产品库存状态，重点检查产品真空包装是否完好、有无漏气、受潮、破损、板面氧化、划痕、变形等问题，每日记录仓库温湿度数据存档备查。对存放周期较长的PCB产品定期翻检、通风排查，及时更换失效干燥剂、防潮辅料。产品批次、料号、规格、数量标识保持清晰完整，模糊、脱落标识立即补打粘贴。严禁私自拆封PCB真空包装、严禁随意挪动PCB产品存放区域，杜绝不同批次、不同客户PCB产品混放。

English：Warehouse personnel shall inspect the inventory status of PCB products daily, focusing on checking the integrity of vacuum packages, air leakage, moisture, damage, surface oxidation, scratches and deformation, and record warehouse temperature and humidity data daily for filing and inspection. Regular inspection and ventilation shall be carried out for PCB products stored for a long time, and failed desiccants and moisture-proof accessories shall be replaced in a timely manner. Labels of product batches, part numbers, specifications and quantities shall be kept clear and complete, and blurred or fallen labels shall be reprinted and pasted immediately. Unauthorized opening of PCB vacuum packages and random movement of PCB storage areas are prohibited, and mixing of PCB products of different batches and customers is forbidden.

5. PCB产品装运管理规范 PCB Product Shipment Management Specification

5.1 装运前置核查 Pre-Shipment Verification

中文：PCB产品出库装运前，仓储部联合品质部、物流部完成三重核查：核查PCB产品批次、料号、规格、层数、数量与出库单、订单一致；核查PCB真空包装、防静电包装完好，标识完整，板面无划痕、氧化、变形等质量瑕疵；核查防潮、防静电防护措施到位，无受潮、破损、污染问题。包装破损、无防护、无标识、信息不符的PCB产品严禁出库装运。

English：Before outbound shipment of PCB products, the Warehouse Department, Quality Department and Logistics Department shall complete triple verification: verify that the batch, part number, specification, layer count and quantity of PCB products are consistent with the outbound order and customer order; verify that the vacuum and anti-static packaging of PCBs are intact with complete labels and no quality defects such as surface scratches, oxidation and deformation; verify that moisture-proof and anti-static protection measures are in place without moisture, damage or contamination. PCB products with damaged packaging, missing protection, no labels or inconsistent information are prohibited from outbound shipment.

5.2 装车包装防护Loading Packaging Protection

中文：所有PCB产品装运前必须保持完整的真空防潮、防静电包装，严禁裸板装车运输。整箱PCB产品需保证纸箱封口严密、打包带紧固，箱内填充缓冲珍珠棉、气泡膜，杜绝板材在箱内晃动摩擦、产生板面划痕。精密多层PCB、超薄PCB、样板产品需单独独立包装，加装护角、防震缓冲材料，重点防护边角破损、板材变形。不同客户、不同批次、不同规格的PCB产品分类包装、隔离堆放，张贴明显区分标识，严禁混装错发。

English：All PCB products must be kept with complete vacuum moisture-proof and anti-static packaging before shipment, and bare board loading and transportation are strictly prohibited. Full-box PCB products shall have tightly sealed cartons and fastened packing belts, with buffer pearl cotton and bubble film filled inside the boxes to prevent friction and surface scratches of boards caused by shaking in the box. Precision multi-layer PCBs, ultra-thin PCBs and sample products shall be individually packaged with additional corner protectors and shockproof buffer materials to focus on protecting corner damage and plate deformation. PCB products of different customers, batches and specifications shall be packaged separately and placed in isolation with obvious distinguishing labels to avoid mixed loading and wrong delivery.

5.3 装车作业规范 Loading Operation Specifications

中文：装车作业人员需佩戴防静电手套，轻拿轻放，严禁抛扔、拖拽、撞击、挤压PCB产品，杜绝野蛮装卸导致板面划伤、板材分层变形。装车严格遵循“重下轻上、整下零上、稳固对称”原则，整箱大件PCB产品放置车厢底部，零散样板、精密小件PCB放置上层，所有产品排布紧密、摆放平整，无松动、无悬空晃动，防止运输颠簸造成板材摩擦、碰撞破损。装车完成后使用绑带、缓冲垫固定箱体，填补空隙，杜绝箱体移位、挤压。

English：Loading operators shall wear anti-static gloves and handle products with care. Throwing, dragging, impacting and extruding PCB products are strictly prohibited to prevent surface scratches, board delamination and deformation caused by rough loading and unloading. Loading shall follow the principles of "heavy at bottom, light on top, full at bottom, scattered on top and stable and symmetrical placement". Large full-box PCBs shall be placed at the bottom of the carriage, and scattered samples and precision small PCBs on the upper layer. All products shall be arranged closely and neatly without looseness or overhanging shaking to avoid board friction and collision damage caused by transportation bumps. After loading, the cartons shall be fixed with binding belts and buffer pads to fill gaps and prevent displacement and extrusion of cartons.

5.4 装运现场管控 On-Site Shipment Control

中文：装车全程由物流部、仓储部专人监督，品质部随机抽检PCB产品防护及装车合规性。作业现场保持整洁干燥、无粉尘油污，雨天、高湿、沙尘天气禁止露天无防护装车，特殊天气装运必须搭建防护棚，做好防雨、防潮、防尘措施，杜绝湿气侵入PCB包装内部。装车完成后，核对PCB产品数量、批次、料号、订单信息，确认无误后签字确认，留存装车记录。

English：The whole loading process shall be supervised by special personnel from the Logistics Department and Warehouse Department, and the Quality Department shall conduct random inspection on the compliance of PCB product protection and loading. The operation site shall be kept clean, dry, dust-free and oil-free. Open-air unprotected loading is prohibited in rainy, high-humidity and dusty weather. For shipment in special weather, a protective shed must be built with rainproof, moisture-proof and dust-proof measures to prevent moisture from entering the PCB packaging. After loading, the quantity, batch, part number and order information of PCB products shall be verified and confirmed before signing for confirmation and keeping loading records.

6. PCB产品运输管理规范PCB Product Transportation Management Specification

6.1 运输车辆要求 Transportation Vehicle Requirements

中文：所有运输车辆必须车况良好、车厢整洁、干燥、无异味、无油污、无杂物、无腐蚀性残留、无粉尘，车厢封闭完好，具备防雨、防尘、防潮、防震、防静电运输条件。所有PCB产品必须使用密闭厢式货车运输，严禁使用敞篷车、简陋脏乱车辆承运PCB产品，杜绝运输途中受潮、落尘、淋雨、暴晒。物流部每次发车前核查车辆干燥度、洁净度及密闭性，不合格车辆禁止承运。

English：All transportation vehicles shall be in good condition with clean, dry, odorless, oil-free, dust-free carriages free of corrosive residues, and have intact closed structures with rainproof, dust-proof, moisture-proof, shockproof and anti-static transportation conditions. All PCB products must be transported by closed van trucks. Open-top vehicles and shabby and dirty vehicles are strictly prohibited for PCB transportation to avoid moisture, dust, rain and sunlight exposure during transportation. The Logistics Department shall inspect the dryness, cleanliness and tightness of vehicles before each departure, and unqualified vehicles are forbidden for carriage.

6.2 运输过程防护 In-Transit Protection Requirements

中文：运输途中物流供应商需平稳驾驶，避免急加速、急刹车、剧烈颠簸、急转弯，防止PCB箱体剧烈晃动、挤压变形。全程做好防雨、防晒、防潮、防震、防挤压防护，严禁车厢暴晒、进水、受潮。长途运输的PCB产品，承运方需中途检查箱体固定及密封状态，发现松动、破损、受潮隐患及时处理。严禁将PCB产品与易燃易爆、腐蚀性、潮湿性、异味货物混装运输，避免板面污染、氧化、腐蚀。

English：Logistics suppliers shall drive stably during transportation, avoiding rapid acceleration, sudden braking, severe bumps and sharp turns to prevent violent shaking and extrusion deformation of PCB cartons. Full-time rainproof, sun-proof, moisture-proof, shockproof and anti-extrusion protection shall be implemented, and direct sunlight and water ingress and moisture of the carriage are prohibited. For long-distance transportation of PCB products, carriers shall inspect the fixing and sealing status of cartons midway and handle potential risks such as looseness and damage in a timely manner. Mixing transportation of PCB products with flammable, explosive, corrosive, humid and odorous goods is strictly prohibited to avoid board contamination, oxidation and corrosion.

6.3 运输跟踪与异常处理Transportation Tracking and Abnormality Handling

中文：物流部全程跟踪PCB产品运输进度，实时掌握车辆位置、运输状态，及时同步发货、到货信息至相关部门及客户。运输途中出现堵车、延误、箱体破损、包装漏气、产品受潮、丢失等异常问题，需第一时间对接物流供应商排查原因、采取补救措施，同步上报公司，做好异常记录、问题溯源及整改闭环，杜绝批量PCB质量异常流出。

English：The Logistics Department shall track the whole transportation progress of PCB products, grasp the real-time vehicle location and transportation status, and synchronize delivery and arrival information to relevant departments and customers in a timely manner. In case of transportation abnormalities such as traffic jams, delays, carton damage, package air leakage and product moisture or loss, the Logistics Department shall immediately contact logistics suppliers to identify causes, take remedial measures, report to the company, complete abnormality records, trace problems and close rectification loops to prevent the outflow of batch PCB quality abnormalities.

6.4到货交接规范 Arrival Handover Specifications

中文：PCB产品送达目的地后，承运方需配合客户完成卸货、清点、验收工作。交接双方核对PCB产品批次、料号、数量、包装完好度、板面状态，确认无受潮、变形、划痕、破损后签署交接单据。若到货出现包装破损、漏气、板材变形、板面划伤、受潮氧化、短缺、错发等问题，当场记录、拍照留存，明确责任归属，后续跟进理赔、补货、整改等工作。所有物流单据、交接记录统一归档留存，留存期限不少于3年。

English：After the arrival of PCB products at the destination, the carrier shall cooperate with the customer in unloading, counting and acceptance. Both handover parties shall verify the batch, part number, quantity, packaging integrity and board surface status of PCB products, and sign handover documents after confirming no moisture, deformation, scratches or damage. In case of arrival problems such as damaged and air-leaking packages, board deformation, surface scratches, moisture oxidation, shortage and wrong delivery, records and photos shall be taken on site to clarify responsibility, up by claims, replenishment and rectification. All logistics documents and handover records shall be filed uniformly and retained for no less than 3 years.

7. 违规管控与考核 Violation Management and Assessment

中文：所有作业人员及合作物流供应商必须严格遵守本规范各项要求，严禁违规存放、野蛮装卸、违规运输，杜绝PCB产品受潮、静电损伤、板面划伤、板材变形等质量问题。因操作不当、管控缺失导致PCB产品质量异常、报废、交付延误的，追究相关责任人及合作方责任，按照公司管理制度及物流合作协议进行处罚、追责及索赔。定期对PCB产品仓储、装运、运输全流程进行稽查，对反复出现的防护问题开展专项整改培训。

English：All operators and cooperative logistics suppliers shall strictly abide by the provisions of this specification. Illegal storage, rough loading and unloading and irregular transportation are prohibited to prevent PCB quality problems such as moisture damage, static damage, surface scratches and board deformation. Personnel responsible for quality abnormalities, scrapping and delivery delays of PCB products caused by improper operation and inadequate control, as well as cooperative parties, shall be held accountable in accordance with company management systems and logistics cooperation agreements for punishment and claims. Regular inspections shall be conducted on the whole process of PCB warehousing, shipment and transportation, and special rectification training shall be carried out for recurring protection problems.

8. 文件管理与持续改进 Document Management and Continuous Improvement

中文：本规范为公司PCB产品专属常态化管理文件，由行政/体系部负责归口管理、更新与解释。各部门严格落实执行，定期汇总PCB产品存储、装运、运输过程中的质量问题，结合PCB行业管控标准、客户特殊要求及实际作业情况，持续优化防护管控流程，完善防静电、防潮、防变形防护措施，全面提升PCB产品流转交付质量。

English：This specification is a special regular management document for PCB products of the company, centrally managed, updated and interpreted by the Administration/System Department. All departments shall strictly implement it, regularly summarize quality problems in PCB storage, shipment and transportation, and continuously optimize the protection and control process and improve anti-static, moisture-proof and anti-deformation protection measures in combination with PCB industry control standards, special customer requirements and actual operation conditions, so as to comprehensively improve the circulation and delivery quality of PCB products.

9. 附则 Supplementary Provisions

中文：本规范自发布之日起正式执行，原有相关存放、装运、运输管理规定与本文件不一致的，以本规范为准。

English：This specification shall take effect from the date of issuance. Any previous relevant provisions on product storage, shipment and transportation that are inconsistent with this document shall be subject to this specification.
