第一章 总则(Chapter 1 General Provisions)



第一条 制定目的(Article 1 Purpose of Formulation)

中文:为规范公司职业安全健康管理,保障全体员工在工作过程中的生命安全与身体健康,有效识别、评估和控制工作场所职业安全健康风险,预防和减少工伤事故、职业病的发生,明确各部门及员工的职业安全健康责任,依据《中华人民共和国安全生产法》《中华人民共和国职业病防治法》《工作场所职业卫生管理规定》等法律法规,参考《职业健康安全管理体系要求及使用指南》(GB/T 45001-2020)及行业相关标准,结合公司生产经营特点,制定本规则。本规则旨在将风险防控关口前移,实现“安全第一、预防为主、综合治理”的管理目标,同时助力公司履行法律责任,提升管理效能,增强员工归属感,实现企业可持续发展与社会责任的双重统一。


English:These Rules are formulated to standardize the company's occupational safety and health management, protect the life safety and physical health of all employees in the work process, effectively identify, assess and control occupational safety and health risks in the workplace, prevent and reduce the occurrence of work-related accidents and occupational diseases, and clarify the occupational safety and health responsibilities of all departments and employees. They are formulated in accordance with laws and regulations such as the "Work Safety Law of the People's Republic of China", the "Occupational Disease Prevention and Control Law of the People's Republic of China", and the "Regulations on the Administration of Occupational Health in the Workplace", with reference to the "Occupational Health and Safety Management Systems - Requirements with Guidance for Use" (GB/T 45001-2020) and relevant industry standards, combined with the company's production and operation characteristics. These Rules aim to move the risk prevention and control threshold forward, achieve the management goal of "safety first, prevention first, and comprehensive management", help the company fulfill its legal responsibilities, improve management efficiency, enhance employees' sense of belonging, and realize the dual unity of the company's sustainable development and social responsibility.



第二条 适用范围(Article 2 Scope of Application)

中文:本规则适用于公司全体员工(包括正式工、合同工、实习人员、劳务派遣人员),涵盖公司各部门、各生产经营环节、办公区域、作业场所及所有附属设施;同时适用于进入公司区域开展作业的外来施工单位、供应商等相关方,其在公司范围内的作业活动需严格遵守本规则要求。规则覆盖职业健康安全管理全流程,包括但不限于工作场所危害因素识别与评估、职业病防护设施管理、员工健康监护、安全培训与教育、事故应急与调查、个体防护用品管理、职业健康安全检查与改进等。


English:These Rules apply to all employees of the company (including regular employees, contract employees, interns, and dispatched laborers), covering all departments of the company, all production and operation links, office areas, workplaces and all auxiliary facilities; they also apply to relevant parties such as external construction units and suppliers who enter the company's premises to carry out operations, and their operations within the company's premises must strictly comply with the requirements of these Rules. The Rules cover the entire process of occupational health and safety management, including but not limited to the identification and assessment of hazard factors in the workplace, the management of occupational disease protection facilities, employee health monitoring, safety training and education, accident emergency response and investigation, the management of personal protective equipment, and occupational health and safety inspection and improvement.



第三条 核心原则(Article 3 Core Principles)

中文:预防为主,防治结合:优先采取预防措施,消除或降低工作场所安全隐患、职业危害,加强工伤事故和职业病的预防与治理,实现风险早发现、早管控、早处置。

English:Prevention first, combination of prevention and control: Give priority to taking preventive measures to eliminate or reduce safety hazards and occupational hazards in the workplace, strengthen the prevention and control of work-related accidents and occupational diseases, and realize early detection, early control and early disposal of risks.


中文:全员参与,责任到人:建立“主要负责人全面负责、分管领导具体负责、职能部门协同落实、员工全员参与”的责任体系,明确各级人员的管理职责,确保职业健康安全责任横向到边、纵向到底。

第二章 组织机构与职责(Chapter 2 Organizational Structure and Responsibilities)


第四条 管理体系架构(Article 4 Management System Structure)

中文:公司成立职业安全健康管理领导小组,由总经理担任组长,分管安全、生产、人力资源的副总经理担任副组长,成员包括各部门负责人、安全主管、生产经理、人力资源总监等。领导小组下设工作小组和内部审核组,工作小组由安全部门牵头,成员包括专职安全员、生产主管、设备工程师和工会代表;内部审核组由资深安全专家和外部顾问组成,独立开展管理体系符合性审核。

English:The company establishes an Occupational Safety and Health Management Leading Group, with the general manager as the group leader, the deputy general managers in charge of safety, production and human resources as the deputy group leaders, and members including the person-in-charge of each department, safety supervisor, production manager, human resources director, etc. The Leading Group has a working group and an internal audit group under it. The working group is led by the safety department, with members including full-time safety officers, production supervisors, equipment engineers and trade union representatives; the internal audit group is composed of senior safety experts and external consultants, and independently carries out compliance audits of the management system.


第五条 各级职责(Article 5 Responsibilities at All Levels)


(一)管理层职责((1) Responsibilities of the Management Layer)

中文:总经理作为公司职业安全健康第一责任人,全面负责公司职业安全健康管理工作,审批职业安全健康管理制度、年度工作计划和专项经费,定期召开职业安全健康工作会议,协调解决重大安全问题;分管领导协助总经理开展工作,具体负责职业安全健康制度的落实、监督和推进,组织开展安全检查、培训及应急演练;各部门负责人对本部门职业安全健康工作负直接责任,落实公司职业安全健康要求,排查本部门安全隐患,组织本部门员工开展安全培训和应急演练。

English:As the primary person responsible for the company's occupational safety and health, the general manager is fully responsible for the company's occupational safety and health management work, approves the occupational safety and health management system, annual work plan and special funds, regularly holds occupational safety and health work meetings, and coordinates and solves major safety issues; the person-in-charge in charge assists the general manager in carrying out work, specifically responsible for the implementation, supervision and promotion of the occupational safety and health system, and organizes safety inspections, training and emergency drills; the person-in-charge of each department is directly responsible for the occupational safety and health work of the department, implements the company's occupational safety and health requirements, investigates potential safety hazards in the department, and organizes employees of the department to carry out safety training and emergency drills.


(二)职能部门职责((2) Responsibilities of Functional Departments)

中文:安全管理部门:牵头制定、修订本规则及相关职业安全健康管理制度,组织开展安全隐患排查、风险评估、安全培训、应急演练,监督各部门落实职业安全健康责任,负责工伤事故的调查、统计、上报及处理,管理职业安全健康档案,对接外部安全监管部门。

English:Safety Management Department: Take the lead in formulating and revising these Rules and relevant occupational safety and health management systems, organize safety hazard investigation, risk assessment, safety training and emergency drills, supervise all departments to implement occupational safety and health responsibilities, be responsible for the investigation, statistics, reporting and handling of work-related accidents, manage occupational safety and health files, and connect with external safety supervision departments.


中文:人力资源部门:负责将职业安全健康培训纳入员工入职及在岗培训计划,组织新员工开展岗前安全培训、老员工开展定期安全培训,负责员工职业健康体检的组织实施,建立员工职业健康档案,协助处理工伤事故相关的员工权益保障工作。

English:Human Resources Department: Be responsible for incorporating occupational safety and health training into the employee onboarding and on-the-job training plan, organizing pre-job safety training for new employees and regular safety training for old employees, organizing the implementation of employee occupational health physical examinations, establishing employee occupational health files, and assisting in handling employee rights and interests protection work related to work-related accidents.


中文:生产技术部门(如有):负责在生产工艺、设备选型、作业流程设计中融入安全理念,排查生产环节中的安全隐患,制定生产设备安全操作规程,负责生产设备、防护设施的维护、检修和管理,确保设备安全运行。

English:Production Technology Department (if any): Be responsible for integrating safety concepts into production process, equipment selection and operation process design, investigating safety hazards in the production link, formulating safe operating procedures for production equipment, and being responsible for the maintenance, inspection and management of production equipment and protective facilities to ensure the safe operation of equipment.


中文:行政部门:负责办公区域、公共区域的安全管理,排查办公环境中的安全隐患(如用电、消防、防滑等),负责职业防护用品的采购、发放和管理,负责应急救援物资的储备、维护和管理。

English:Administrative Department: Be responsible for the safety management of office areas and public areas, investigate safety hazards in the office environment (such as electricity use, fire protection, anti-slip, etc.), be responsible for the procurement, distribution and management of personal protective equipment, and be responsible for the storage, maintenance and management of emergency rescue materials.


中文:工会:依法对公司职业安全健康工作进行监督,组织职工参与职业安全健康民主管理和民主监督,维护职工在职业安全健康方面的合法权益,收集员工对职业安全健康工作的意见和建议,协助开展安全培训和应急演练。

English:Trade Union: Supervise the company's occupational safety and health work in accordance with the law, organize employees to participate in the democratic management and supervision of occupational safety and health, protect the legitimate rights and interests of employees in terms of occupational safety and health, collect employees' opinions and suggestions on occupational safety and health work, and assist in carrying out safety training and emergency drills.


(三)员工职责((3) Responsibilities of Employees)

中文:严格遵守本规则及公司各项职业安全健康管理制度、操作规程,正确佩戴和使用职业防护用品,杜绝违章操作、冒险作业。

English:Strictly abide by these Rules and various occupational safety and health management systems and operating procedures of the company, correctly wear and use personal protective equipment, and prohibit illegal operations and risky operations.


中文:积极参加公司组织的职业安全健康培训、应急演练,主动学习安全知识和操作技能,掌握本岗位安全风险及防范措施,提升自我保护能力。

English:Actively participate in occupational safety and health training and emergency drills organized by the company, take the initiative to learn safety knowledge and operating skills, master the safety risks and preventive measures of the post, and improve self-protection ability.


中文:工作中发现安全隐患、职业危害或异常情况,立即停止作业,采取初步防控措施,并及时向直接上级或安全管理部门报告,不得隐瞒不报或拖延报告。

English:If safety hazards, occupational hazards or abnormal situations are found at work, immediately stop the operation, take initial prevention and control measures, and promptly report to the direct supervisor or the safety management department; do not conceal or delay the report.


中文:有权拒绝违章指挥、强令冒险作业,对公司职业安全健康管理工作提出合理化建议,有权对违反本规则的行为进行劝阻和举报。

English:Have the right to refuse illegal command and forced risky operations, put forward rationalization suggestions on the company's occupational safety and health management work, and have the right to dissuade and report behaviors that violate these Rules.


中文:按要求参加职业健康体检,配合公司开展职业健康监护工作,如实提供个人健康信息,对自身职业健康状况进行自我监测。

English:Participate in occupational health physical examinations as required, cooperate with the company in carrying out occupational health monitoring work, truthfully provide personal health information, and conduct self-monitoring of their own occupational health status.



第三章 作业安全管理(Chapter 3 Operation Safety Management)


第六条 作业环境管理(Article 6 Workplace Environment Management)

中文:各部门需保持作业场所、办公区域整洁有序,通道畅通,严禁堵塞消防通道、安全出口,严禁在作业区域堆放无关物品、易燃易爆物品(经审批的除外)。

English:All departments must keep workplaces and office areas clean and orderly, with unobstructed passages. It is strictly prohibited to block fire exits and safety exits, and it is strictly prohibited to pile up irrelevant items and flammable and explosive items in the work area (except those approved).


中文:作业场所需根据岗位特点,配备必要的通风、照明、降温、防尘、防毒等防护设施,确保设施正常运行;对产生粉尘、噪声、有毒有害气体等职业危害的岗位,需采取专项防控措施,定期检测作业环境,检测结果及时向员工公示,确保符合国家职业卫生标准。

English:Workplaces must be equipped with necessary protective facilities such as ventilation, lighting, cooling, dust prevention and poison prevention according to the characteristics of the post to ensure the normal operation of the facilities; for posts that generate occupational hazards such as dust, noise and toxic and harmful gases, special prevention and control measures must be taken, the workplace environment must be regularly tested, and the test results must be promptly publicized to employees to ensure compliance with national occupational health standards.


中文:办公区域、作业场所需规范设置安全警示标识(如禁止标志、警告标志、指令标志、提示标志),明确危险区域、防护要求,严禁随意拆除、遮挡警示标识。

English:Safety warning signs (such as prohibition signs, warning signs, instruction signs, prompt signs) must be standardized in office areas and workplaces to clarify dangerous areas and protection requirements. It is strictly prohibited to arbitrarily remove or block warning signs.


中文:严禁在工作场所违规使用明火、大功率电器,严禁私拉乱接电线,电气设备需符合安全标准,定期检查维护,防止漏电、短路等引发安全事故。

English:It is strictly prohibited to use open flames and high-power electrical appliances in the workplace without authorization, and it is strictly prohibited to pull and connect wires privately. Electrical equipment must meet safety standards and be regularly inspected and maintained to prevent safety accidents caused by electric leakage, short circuit, etc.


第七条 作业操作管理(Article 7 Operation Management)

中文:各岗位需制定明确的安全操作规程,员工上岗前必须熟悉并掌握本岗位操作规程,经培训考核合格后方可上岗作业;特种作业人员(如电工、焊工、起重工等)必须取得国家认可的特种作业操作资格证书,持证上岗,严禁无证操作。

English:Each post must formulate clear safe operating procedures. Employees must be familiar with and master the safe operating procedures of their post before taking up the post, and can only work after passing the training and assessment; special operation personnel (such as electricians, welders, crane operators, etc.) must obtain a nationally recognized special operation qualification certificate and work with the certificate. It is strictly prohibited to operate without a certificate.


中文:作业过程中,员工需严格按照操作规程操作,严禁擅自更改操作流程、违规操作设备,严禁酒后作业、疲劳作业、带病作业。

English:During the operation, employees must strictly operate in accordance with the operating procedures, and it is strictly prohibited to arbitrarily change the operation process or operate equipment illegally. It is strictly prohibited to work after drinking, work fatigued or work sick.


中文:高空作业(高度≥2米)必须佩戴安全带、安全绳等防护用品,搭设安全防护设施,下方设置警戒区域,安排专人监护,严禁高空抛物。

English:For high-altitude operations (height ≥ 2 meters), personal protective equipment such as safety belts and safety ropes must be worn, safety protection facilities must be erected, a warning area must be set below, and special personnel must be arranged for supervision. It is strictly prohibited to throw objects from high altitudes.


中文:涉及易燃易爆、有毒有害、腐蚀性等危险物品的作业,需严格遵守危险物品管理规定,做好防护措施,配备应急救援器材,严禁违规存放、使用危险物品。

English:For operations involving flammable and explosive, toxic and harmful, corrosive and other dangerous goods, the regulations on the management of dangerous goods must be strictly , protective measures must be taken, emergency rescue equipment must be equipped, and it is strictly prohibited to store and use dangerous goods illegally.


中文:设备作业前,需检查设备运行状态,确认无故障、无隐患后方可启动;作业过程中发现设备异常,立即停机,切断电源,报告上级并联系维修,严禁擅自维修设备。

English:Before equipment operation, check the operation status of the equipment, and start it only after confirming that there is no fault or hidden danger; if any equipment abnormality is found during the operation, immediately stop the machine, cut off the power supply, report to the superior and contact maintenance. It is strictly prohibited to repair the equipment without authorization.


第八条 个体防护用品管理(Article 8 Management of Personal Protective Equipment)

中文:公司根据各岗位职业危害特点,为员工配备符合国家标准的个体防护用品(如安全帽、防护口罩、防护手套、防护服、防护鞋等),明确配备标准和发放周期,行政部门负责统一采购、发放,确保员工按需领取。

English:According to the characteristics of occupational hazards of each post, the company equips employees with personal protective equipment that meets national standards (such as safety helmets, protective masks, protective gloves, protective clothing, protective shoes, etc.), clarifies the equipment standards and distribution cycle. The administrative department is responsible for unified procurement and distribution to ensure that employees can receive them as needed.


中文:员工上岗作业时,必须正确佩戴、使用个体防护用品,严禁不佩戴、不规范佩戴防护用品上岗;防护用品损坏、失效时,需及时上报并更换,严禁使用不合格的防护用品。

English:When employees work on the post, they must correctly wear and use personal protective equipment. It is strictly prohibited to work without wearing or improperly wearing protective equipment; when the protective equipment is damaged or invalid, it must be reported and replaced in a timely manner. It is strictly prohibited to use unqualified protective equipment.


中文:行政部门负责建立个体防护用品采购、发放台账,记录采购数量、发放对象、发放时间等信息;安全管理部门负责监督员工防护用品的佩戴、使用情况。

English:The administrative department is responsible for establishing a ledger for the procurement and distribution of personal protective equipment, recording information such as procurement quantity, distribution objects and distribution time; the safety management department is responsible for supervising the wearing and use of personal protective equipment by employees.



第四章 职业健康管理(Chapter 4 Occupational Health Management)


第九条 职业健康体检(Article 9 Occupational Health Physical Examination)

中文:公司建立员工职业健康体检制度,人力资源部门组织全体员工每年进行一次常规职业健康体检;对接触粉尘、噪声、有毒有害气体等职业危害岗位的员工,每半年进行一次专项职业健康体检,建立完整的员工职业健康档案。

English:The company establishes an employee occupational health physical examination system. The human resources department organizes all employees to conduct a regular occupational health physical examination every year; for employees in posts exposed to occupational hazards such as dust, noise and toxic and harmful gases, a special occupational health physical examination is conducted every six months, and a complete employee occupational health file is established.


中文:新员工入职前必须进行职业健康体检,体检合格后方可录用;体检不合格的,不予录用或调整岗位。

English:New employees must undergo an occupational health physical examination before onboarding, and can only be employed if they pass the physical examination; those who fail the physical examination will not be employed or will be transferred to another post.


中文:员工体检后,人力资源部门及时将体检结果告知员工,对体检中发现有职业禁忌证或疑似职业病的员工,立即调整其工作岗位,安排进一步检查、诊断和治疗,并做好跟踪管理;对确诊为职业病的员工,按照国家相关规定妥善处理,保障员工合法权益。

English:After the employee's physical examination, the human resources department promptly informs the employee of the physical examination results. For employees found to have occupational contraindications or suspected occupational diseases in the physical examination, their jobs are immediately adjusted, further inspection, diagnosis and treatment are arranged, and follow-up management is done well; for employees diagnosed with occupational diseases, they are properly handled in accordance with relevant national regulations to protect the legitimate rights and interests of employees.



第十条 职业危害防控(Article 10 Prevention and Control of Occupational Hazards)

中文:安全管理部门定期对公司各岗位进行职业危害识别与风险评估,建立职业危害清单,明确防控措施,定期开展职业危害检测,检测结果向员工公示,确保作业环境符合职业卫生标准。

English:The safety management department regularly conducts occupational hazard identification and risk assessment for each post of the company, establishes a list of occupational hazards, clarifies prevention and control measures, regularly carries out occupational hazard detection, and publicizes the detection results to employees to ensure that the workplace environment meets occupational health standards.


中文:对产生职业危害的岗位,采取工程防护、个体防护、定期检测、健康监护等综合防控措施,减少职业危害对员工健康的影响;鼓励采用新技术、新工艺、新设备,降低职业危害风险。

English:For posts that generate occupational hazards, comprehensive prevention and control measures such as engineering protection, personal protection, regular detection and health monitoring are taken to reduce the impact of occupational hazards on employees' health; the adoption of new technologies, new processes and new equipment is encouraged to reduce occupational hazard risks.


中文:公司定期向员工普及职业健康知识,告知员工本岗位职业危害因素、防控措施及应急处理方法,提升员工职业健康防护意识。

English:The company regularly popularizes occupational health knowledge to employees, informs employees of the occupational hazard factors, prevention and control measures and emergency handling methods of their posts, and improves employees' awareness of occupational health protection.



第五章 培训与应急管理(Chapter 5 Training and Emergency Management)


第十一条 安全培训教育(Article 11 Safety Training and Education)

中文:人力资源部门牵头,安全管理部门配合,制定年度职业安全健康培训计划,覆盖全体员工,培训内容包括:本规则、安全操作规程、职业危害防控知识、应急处置技能、法律法规等。

English:Led by the human resources department and supported by the safety management department, an annual occupational safety and health training plan is formulated, covering all employees. The training content includes: these Rules, safe operating procedures, occupational hazard prevention and control knowledge, emergency disposal skills, laws and regulations, etc.


中文:新员工入职必须进行岗前职业安全健康培训,培训时间不少于8学时,培训考核合格后方可上岗;老员工每半年进行一次在岗安全培训,特种作业人员需定期参加复审培训,确保操作技能符合要求。

English:New employees must receive pre-job occupational safety and health training for no less than 8 class hours, and can only take up the post after passing the training and assessment; old employees receive on-the-job safety training every six months, and special operation personnel must regularly participate in review training to ensure that their operating skills meet the requirements.


中文:培训采取线上学习、线下授课、实操演练、案例分析等多种形式,确保培训效果;建立培训台账,记录培训时间、培训内容、参训人员、考核结果等信息,存档备查。

English:Training adopts various forms such as online learning, offline teaching, practical operation drills and case analysis to ensure the training effect; a training ledger is established to record information such as training time, training content, participants and assessment results for future reference.



第十二条 应急管理(Article 12 Emergency Management)

中文:安全管理部门牵头,各部门配合,制定工伤事故、火灾、触电、危险物品泄漏等各类突发事件的应急救援预案,明确应急处置流程、责任分工、救援措施,覆盖各类工伤场景,报上级主管部门备案。

English:Led by the safety management department and supported by all departments, emergency rescue plans for various emergencies such as work-related accidents, fires, electric shocks and dangerous goods leakage are formulated, clarifying the emergency disposal process, responsibility division and rescue measures, covering all types of work-related accident scenarios, and reported to the higher competent department for the record.


中文:行政部门负责配备充足的应急救援器材(如急救箱、担架、灭火器、消防栓、绝缘工具等),定期检查、维护和更新,确保应急救援器材正常使用;在作业场所、办公区域合理放置应急救援器材,明确存放位置,便于员工取用。

English:The administrative department is responsible for equipping sufficient emergency rescue equipment (such as first aid kits, stretchers, fire extinguishers, fire hydrants, insulating tools, etc.), regularly inspecting, maintaining and updating them to ensure the normal use of emergency rescue equipment; emergency rescue equipment is reasonably placed in workplaces and office areas, with clear storage locations for easy access by employees.


中文:公司每半年组织一次应急演练,针对不同类型的突发事件开展针对性演练,提升员工应急处置能力和协同配合能力;演练结束后,及时总结经验,完善应急救援预案。

English:The company organizes an emergency drill every six months, carrying out targeted drills for different types of emergencies to improve employees' emergency disposal ability and coordination ability; after the drill, experience is summarized in a timely manner and the emergency rescue plan is improved.


中文:发生工伤事故或突发事件时,当事人或目击者需立即报告直接上级和安全管理部门,情况紧急时可直接拨打急救电话(120、119等);各部门按照应急救援预案开展处置工作,抢救受伤人员、控制事故扩大,保护事故现场。

第六章 隐患排查与整改(Chapter 6 Hidden Danger Investigation and Rectification)


第十三条 隐患排查(Article 13 Hidden Danger Investigation)

中文:建立“日常排查、定期排查、专项排查”相结合的安全隐患排查机制:各部门负责人每日对本部门作业环境、设备设施、操作流程进行日常排查;安全管理部门每周组织一次全面排查;每季度组织一次专项排查(针对高危岗位、重点环节);重大节假日、重大活动前开展专项排查。

第十四条 隐患整改(Article 14 Hidden Danger Rectification)

中文:对排查发现的安全隐患,安全管理部门根据隐患等级(一般隐患、较大隐患、重大隐患),明确整改责任人、整改措施、整改期限,下达整改通知,跟踪整改落实情况。

English:For the safety hazards found in the investigation, the safety management department clarifies the rectification responsible person, rectification measures and rectification time limit according to the hidden danger level (general hidden danger, major hidden danger, significant hidden danger), issues a rectification notice, and tracks the implementation of rectification.

第七章 工伤事故处理(Chapter 7 Handling of Work-Related Accidents)


第十五条 事故报告(Article 15 Accident Reporting)

中文:发生工伤事故(包括轻伤、重伤、死亡及急性职业病)时,当事人或目击者需立即报告直接上级和安全管理部门,部门负责人接到报告后,需在1小时内上报公司管理层及安全管理部门;安全管理部门需在24小时内按照国家相关规定,向当地劳动保障部门、应急管理部门上报事故情况,严禁隐瞒、谎报、拖延报告工伤事故。

English:When a work-related accident (including minor injury, serious injury, death and acute occupational disease) occurs, the parties or witnesses must immediately report to the direct supervisor and the safety management department. 中文:安全管理部门负责对本规则的落实情况进行日常监督检查,定期开展专项监督检查,对各部门、各岗位职业安全健康工作进行考核,考核结果纳入部门及员工绩效考核。

English:Employees who timely find significant safety hazards and avoid work-related accidents;


中文:在职业安全健康培训、应急演练、隐患整改、技术革新等工作中表现突出的部门和个人;

English:Departments and individuals who have performed outstandingly in occupational safety and health training, emergency drills, hidden danger rectification, technological innovation and other work;


中文:积极提出职业安全健康合理化建议,被采纳并取得良好效果的员工。

English:Employees who actively put forward rationalization suggestions on occupational safety and health that are adopted and achieve good results.



第十九条 处罚(Article 19 Punishments)

中文:对违反本规则的部门和个人,公司视情节轻重给予通报批评、经济处罚、降职、解除劳动合同等处罚;构成犯罪的,移交司法机关处理,具体包括:

中文:员工违规操作、冒险作业、不佩戴防护用品,导致工伤事故发生或存在安全隐患的;

English:Employees who operate illegally, work risky, do not wear protective equipment, leading to work-related accidents or safety hazards;


中文:隐瞒、谎报、拖延报告工伤事故,或破坏事故现场、阻碍事故调查的;

English:Those who conceal, falsely report or delay the report of work-related accidents, or destroy the accident scene or obstruct the accident investigation;


中文:未按要求参加职业安全健康培训、应急演练,考核不合格仍上岗作业的;

中文:擅自拆除、损坏安全防护设施、安全警示标识,违规使用明火、大功率电器,私拉乱接电线的;

第九章 附则(Chapter 9 Supplementary Provisions)


第二十条 规则修订(Article 20 Revision of the Rules)

中文:本规则根据国家相关法律法规、行业标准及公司生产经营情况的变化,由安全管理部门牵头每年度修订一次,修订后报公司管理层审批后实施;如遇重大法律法规调整,及时修订。

English:These Rules are revised annually by the safety management department in accordance with changes in relevant national laws and regulations, industry standards and the company's production and operation conditions. After revision, they are implemented after being approved by the company's management; if there are major adjustments to laws and regulations, they are revised in a timely manner.



第二十一条 规则解释(Article 21 Interpretation of the Rules)

第二十二条 实施日期(Article 22 Date of Implementation)

中文:本规则自发布之日起正式实施,原有相关职业安全健康规定与本规则不一致的,以本规则为准。
